Eligibility Requirements for Rideshare Driver Benefits (2026–2027)

What Is the NY Black Car Fund? Uber Driver Health Insurance NYC Explained
How the fund started, who pays and what enrollment costs
In 1999, Albany created the fund when Gov. George Pataki signed the law providing workers’ compensation to black car drivers. Later laws added health and wellness perks. Passengers pay for all of it through a 2.25% surcharge on fares (down from 2.5% as of August 1, 2026). This fee is collected from the rider and should never come out of your earnings or paycheck.
Enrollment is completely free and voluntary, and taking part does not change your independent contractor status.
Surcharge history, tips and the $328 million settlement
A 2022 Fox 5 report listed the surcharge at 3 percent. You will still find that number on older pages, and it is out of date.
In January 2024, a federal appeals court ruled the fund was within its authority to apply the surcharge to non-cash tips.
Separately, on November 2, 2023, the state attorney general announced settlements worth $328 million with Uber and Lyft. Uber ($290 million) had deducted sales taxes and Black Car Fund fees from driver payments in 2014 to 2017, and Lyft ($38 million) took an administrative charge that matched them in 2015 to 2017. That was a past practice, not today’s rule.
No-Cost Health and Wellness Benefits for NYC Rideshare Drivers
Dental Insurance for Uber and Lyft Drivers
The dental plan pays 100 percent of covered basic and major care at in-network dentists, up to $2,000 a year. There is no deductible and no copay. Frequency limits apply, and out-of-network dentists can cost you more.
Black Car Fund Vision Benefits Clinic NYC
You get a free eye exam and glasses every year, including bifocals and trifocals. Six months of contacts can replace the glasses. A second pair costs 30 percent less.
On-Site Eye Exams (Vision Van): Free mobile eye exams and glasses are available at JFK and LaGuardia cell phone lots. Schedule and availability can change, so call 833-814-8590 to confirm.
24/7 Telemedicine for TLC Drivers
CirrusMD connects you with a board-certified doctor in under 60 seconds, anywhere in the U.S. It starts as a chat, with photos or video if needed. Doctors can write refills, but not controlled substances. Labs and prescriptions may cost extra.
Brooklyn, Queens, the Bronx and Upstate
The benefits follow your license, not your borough. A Brooklyn or Bronx TLC driver uses the same sign-up as a Queens driver. Drivers in Buffalo or Rochester without a TLC license qualify through the $4,000 income test instead.
Hearing, prescriptions, urgent care and more
The hearing program covers an annual exam and up to two hearing aids every three years.
For urgent care in NYC, eligible drivers can use the Medrite discount at metropolitan New York locations.
Prescription discounts average 67 percent at CVS, Duane Reade, Walgreens and other pharmacies. A free flu shot voucher stays active until April 15, 2027.
Get Paid to Learn: Safety Courses
The fund runs Earn While You Learn courses. The online RIDE course pays $125 and must be finished within 14 days of enrolling. The in-person RIDE course pays $250. The Defensive Driving course pays $400 and the Wellness, Safety Training and Education Program (STEP) course pays $250, each every three years. Checks arrive by mail in about 4 to 6 weeks.

Accident and Income Protection for NYC Drivers
Uber Driver Accident Compensation in New York
Workers’ compensation may apply when you are injured on a trip dispatched by a Black Car Fund member base. Coverage depends on the facts and on acceptance of the claim, and street hails or trips dispatched by a non-member base may not qualify. You don’t need to sign up for it in advance (Note: Non-work accidents and illnesses are covered under the separate benefits listed below).
Two different $100,000 payments exist. If you die on the job and the claim is accepted, survivors can receive a $100,000 payment once the workers’ compensation claim is accepted. The Accidental Death Benefit is a separate, enrolled benefit for non-work accidents. It excludes deaths from prior medical conditions.
Legal steps and deadlines for an on-the-job injury
Start with the fund’s accident reporting page. State law requires written notice within 30 days. You then have two years to file Form C-3 with the Workers’ Compensation Board. Do not wait for the last day.
The Board’s line is (877) 632-4996. Missing a deadline can cost you benefits, so keep copies of everything you send.

TLC Driver Disability Insurance Quote: Non-Work Accidents
This plan pays 70 percent of your net driving income, between a $1,000 minimum and a $1,500 maximum each month. It starts after a 30-day wait and lasts up to a year. The Hartford underwrites it, and you must enroll.
Accident, Critical Illness and Hospital Cash
- Personal accident: $50 to $40,000 for covered injuries like broken bones or concussions.
- Critical illness: Up to $20,000 for cancer, heart attack, stroke and other covered conditions.
- Hospital indemnity: New since April 1, 2026. It pays $500 at admission, $100 a day, and $65 more per ICU day.

Enrollment Process for Drivers Benefits
- Open the official sign-up page.
- Enter your TLC license number. Use the number on the card, not the plate. Non-TLC drivers use a driver’s license number and proof from their base.
- Watch your inbox and spam folder for the confirmation email.
- Download the Drivers Benefits app for certificates and claim forms.
- Call 1-833-814-8590 if the system cannot find you.
What You Get Automatically vs. What Requires Enrollment

Do Black Car Fund Benefits Replace NY Health Insurance?
No. The fund adds dental, vision and cash payments. It does not cover surgery or ER bills the way a major medical plan does.
| Feature | Black Car Fund | ACA Marketplace Plan |
|---|---|---|
| Purpose | Supplemental perks and accident cash | Major medical coverage |
| Cost to you | $0 | Premium, based on income |
| Dental and vision | Included | Varies by plan |
| Surgery and ER | Hospital cash only | Covered after cost sharing |
| Sign-up | One time, if eligible | Nov. 1 to Jan. 31 |
For premiums and subsidies, read what New York gig workers pay for health coverage and what Uber and DoorDash actually offer. For marketplace shopping, start at NY State of Health, where plan carriers such as Healthfirst list options, and confirm 2027 availability first. Massachusetts works differently, with a quarterly health stipend.
Marketplace changes and a tax note for 1099 drivers
Federal law ended Essential Plan eligibility for about 450,000 New Yorkers with incomes above 200 percent and up to 250 percent of the poverty level, as the state health department reports. Oscar Health also leaves the marketplace for 2027. That affects about 4,800 people.
You pay no premium for Black Car Fund benefits, so there is nothing to deduct. Premiums you buy yourself are different. Our guide covers the health insurance deduction and Schedule C. Ask a tax pro about your own numbers.
Other Benefits You May Be Missing
Dental and vision are only part of the program. Several items below are not health insurance, but they may help reduce your costs.
- IDG Mental Health and Wellness Program: social workers help with stress and other life challenges.
- Diagnostic imaging discounts: 40 to 80 percent off MRI, CT and PET scans when your doctor orders them.
- Life Line Screening: no-cost tests that check your risk of stroke and heart disease.
- Free medical clinics: non-emergency visits at select ModernMD clinics, with medications excluded.
- Healthcare enrollment: a free screening to see if your family qualifies for free or low-cost insurance.
- Accident support: help reporting an accident, legal assistance and a check on whether you are owed more.
- Legal assistance: free consultations on any matter through Rideshare Legal Services.
- License Watch: tracks your TLC license status and renewals.

How to check that your base is a Black Car Fund member
To check whether your base belongs to the Black Car Fund, open the official Member Bases directory. It lists bases alphabetically, so select the first letter of your base’s name. If you cannot find the exact company name, contact Driver Support at 1-833-814-8590 and confirm the base before relying on workers’ compensation coverage. If you drive for more than one base, check each one.

6 Practical Black Car Fund Benefit Scenarios
The examples below are illustrative; each one uses the program’s published eligibility and benefit rules.
1. Part-timer. A TLC driver logs 25 passenger hours in her first 30 days and gets in. Twelve hours a month over the next six months would later end her access.
2. New glasses. A driver from Jackson Heights books the Vision Van at the JFK cell phone lot. He gets an exam and covered frames at no cost.
3. Hospital stay. A driver spends four days in the hospital, one in the ICU. The plan could pay about $865: $500, three days at $100 starting on Day 2, and $65. The certificate sets the final amount.
4. Crash on a trip. A Lyft driver gets hurt while dispatched. She reports it, notifies her base in writing and files her C-3 on time.
5. Off-duty injury. A driver nets $3,200 a month and breaks a leg at home. Seventy percent is $2,240, so the $1,500 cap applies.
6. Upstate driver. A Buffalo driver with no TLC license earned $4,500 last quarter. She passes the income test, as long as her base is a fund member.
Common Problems: When Enrollment, Benefits or Claims Go Wrong
Most problems come down to eligibility, a wrong license number, an out-of-network provider or a claim waiting for review. Pick yours below to see the likely cause and the next step.

Frequently Asked Questions
Do Uber drivers get free insurance in New York?
Show answer
Eligible drivers get free supplemental benefits through the Black Car Fund, such as dental, vision and accident protection. Uber itself does not provide health insurance.
Is the NY Black Car Fund health insurance mandatory?
Show answer
No. Participation is voluntary. Workers’ compensation applies automatically, but you must enroll to use the health and wellness benefits.
Does the Black Car Fund replace my primary health insurance?
Show answer
No. It adds dental, vision, telemedicine and cash payments. It does not work like a major medical plan.
How do I sign up for the Black Car Fund driver portal?
Show answer
Use the official Drivers Benefits sign-up page. Enter your TLC license number, then watch for the confirmation email.
Who is eligible for Black Car Fund benefits in 2026?
Show answer
TLC drivers are measured on passenger hours, and non-TLC drivers on gross income in the most recent available calendar quarter. Your base must also be a fund member. The Eligibility section above lists both thresholds.
Is the Black Car Fund available to Uber drivers outside NYC?
Show answer
Yes. Drivers outside the city can qualify through the $4,000 gross income test if their base belongs to the fund and the rides happen in New York State.
Do TLC passenger hours include waiting or online time?
Show answer
No. Hours count from the time a rider enters your car until the rider exits.
How is the six-month average calculated?
Show answer
The fund uses TLC driving-hours data over a rolling six months. You need an average of at least 20 hours a month, which is about 120 hours in total.
Does the $4,000 income threshold mean gross or net income?
Show answer
It means gross income from New York passenger service, based on what will appear on your Form 1099. Business expenses are not subtracted.
Is the Black Car Fund surcharge deducted from Uber driver earnings?
Show answer
No. Passengers pay the surcharge, now 2.25 percent. Uber and Lyft deducted it from drivers in past years, which led to the 2023 settlements.
Does Black Car Fund workers’ compensation cover every Uber trip?
Show answer
No. It applies to trips dispatched by a member base, and only when the claim is accepted. Off-duty accidents fall under the enrolled benefits instead.
Can I use CirrusMD telemedicine outside New York?
Show answer
Yes. The program says CirrusMD works anywhere in the United States, though labs and prescriptions may cost extra.
What happens if I lose Black Car Fund eligibility?
Show answer
The fund emails you and ends your access to the enrolled benefits. You can appeal if you think the decision was a mistake.
How long does a hospital indemnity claim take to pay?
Show answer
Payments typically process within 10 business days after you file and the claim is approved.
Is the $100,000 accidental death benefit available for work-related deaths?
Show answer
No. That enrolled benefit covers non-work accidents. A work-related death falls under the separate Death & Survivor Benefits, which pay survivors $100,000 if the workers’ compensation claim is accepted.
Can I add family members to Black Car Fund benefits?
Show answer
The official benefit pages describe coverage for the enrolled driver and list no dependent coverage. Driver Support can screen your family for low-cost insurance.
Can DoorDash drivers qualify?
Show answer
The rules measure passenger service, so delivery-only drivers do not meet them.
What happens if my TLC license is temporarily suspended?
Show answer
The official pages do not describe a suspension rule. Eligibility rests on your TLC driving-hours data, so a suspended license that stops your passenger hours can pull you below the 20-hour average. Call Driver Support at 1-833-814-8590 before you rely on a benefit.
Are the dental benefits applicable outside New York State?
Show answer
Dental coverage pays 100 percent only at in-network dentists, so a dentist outside the network can cost you more. Search the MetLife network for your location before you book.
Is there a free legal help line for drivers?
Show answer
Yes. Drivers Benefits lists Rideshare Legal Services, which offers free consultations on any matter.
Where can I get free glasses with the Black Car Fund?
Show answer
Visit a GVS network store, the Vision Van at JFK or LaGuardia, or a Vision VIP location. Call 833-814-8590 to book and confirm Vision Van availability.
How can I check if my Uber or Lyft base is a Black Car Fund member?
Show answer
Open the Black Car Fund’s Member Bases directory and select the first letter of your base’s name. If you cannot find the exact company name, contact Driver Support at 1-833-814-8590 and confirm before relying on workers’ compensation coverage.
Do I need to enroll before an accident or critical illness to receive benefits?
Show answer
Yes for the enrolled benefits. The official site says that without enrolling you cannot claim benefits for an accident, illness or death, so do not count on enrolling afterward to cover an earlier event. Check the plan certificate for the exact terms.
Does Black Car Fund hospital cash cover an ER visit without hospital admission?
Show answer
No. The $500 admission payment needs a covered stay: an inpatient bed assignment on a physician’s advice, or observation for at least 20 continuous hours on a physician’s advice. ER or outpatient treatment alone does not qualify.
Can I receive workers’ compensation and hospital indemnity for the same accident?
Show answer
They are separate benefits with separate rules. Whether both pay for one accident depends on the plan certificate and on claim acceptance, so ask Driver Support before you assume either way.
Can I qualify if I drive for both Uber and Lyft?
Show answer
The official pages do not explain how hours or income from several apps are combined. TLC drivers are measured on TLC driving-hours data, and other drivers on income that will be reported on their 1099. Confirm the details, and the member-base status of each base, with Driver Support.
What Eligible Drivers Should Do Next
Confirm your hours or income, enroll once and download the app. Keep your main health plan, and compare what you will actually use, such as dental, glasses and clinic visits, with your out-of-pocket costs.

Hi, I’m Nurul Islam Chowdhury (Imran) — the person behind HospitalInfo.
Associate Member, Institute of Cost and Management Accountants of Bangladesh (ICMAB – Associate Member No: A-1607)
Nurul Islam Chowdhury (Imran) holds a Bachelor of Business Administration (BBA) and a Master of Business Administration (MBA) from the University of Chittagong. As a qualified Cost and Management Accountant (CMA), he specializes in financial analysis, cost management, and tax structures. Every piece of tax and financial data in this article has been personally reviewed and fact-checked by him to ensure technical and calculation accuracy based on standard IRS guidelines and 2026 regulations.
My background is in finance and cost management, but for the past few years my real focus has been something more personal: helping everyday Americans make sense of health insurance and hospital bills.
Here’s the thing about healthcare costs in the US — they’re confusing on purpose, or at least it feels that way. A single ER visit can turn into a stack of paperwork nobody explains clearly. That’s the gap I try to fill on this site. I dig into how PIP and MedPay actually work, what happens when health insurance and auto insurance both claim to cover the same bill, how to negotiate a hospital statement instead of just paying it, and how coverage options change year to year.
I’m not a doctor, and I don’t pretend to be. What I bring is a finance-and-numbers lens — reading policy documents, tracking CMS and state-level rules, and translating them into something you can actually use before you’re stuck on the phone with an insurance rep. Every guide here starts from a real question people are Googling at 11 PM with a bill in front of them, and that’s still how I decide what to write next.
